The Maharashtra government has overhauled the admission process for medicine and dentistry in universities, ending institutional round-robin in private universities and making Common Admission Process (CAP) the only route for admission.The move is aimed at increasing transparency in admissions and closing loopholes that have drawn criticism from students, parents and education activists for years.Apart from this, the government has also announced stringent penalties for candidates who block seats in the last round of counseling but do not accept admission. These students will now be barred from applying for undergraduate medical and dental courses in Maharashtra for the next two academic years.
Private colleges lose out in institutional admissions
The Department of Medical Education and Drugs notified the revised admission rules on Thursday. Under the new framework, every undergraduate medical and dental seat, including those offered in the sporadic vacancy round, can be filled only through the common admission process of the state Common Entrance Test (CET) unit.Earlier, the seats that remained vacant after the CAP round were handed over to private universities, which conducted their own institutional rounds before the admission deadline. The rounds have often been a source of controversy, with accusations of opaque allocations and high fees. With the latest decision, this practice has ended.
The CET team handles inquiries till the last date
Now, the responsibility of filling the seats before the admission deadline will be borne by the CET cell. Officials said the seats will remain vacant if they remain vacant after all CAP rounds. After the centralized tutoring is over, the school will no longer allow individual enrollment.The change is expected to ensure that universities make every effort to fill seats during the official consultation process, rather than waiting for institutional rounds, officials said.
New rules target seat congestion
The government has also taken measures to address the recurring problem of seat congestion during admissions. As per the revised rules, candidates who were offered seats in the last round of counseling but failed to appear will not be eligible to seek admission in undergraduate medicine or dentistry in the next two academic courses in Maharashtra.Officials believe the rule will prevent students from holding down seats while hoping to reach their first choice college through institutional selection, and that option will no longer exist.We expect students to make more thoughtful choices during the advising process, thereby reducing the number of seats available at the end of the admissions process.
Free exit after first round remains unchanged
The latest reforms do not change the existing “free exit” policy after the first round of CAP consultation. Candidates can still withdraw after the first round without any penalty. However, under existing entry rules, those who relinquish their seats after the third round will continue to be ineligible to participate in subsequent rounds.
Shift to a single access system
The abolition of institutional rotation marks one of the biggest changes in the undergraduate medical admission process in Maharashtra in recent years.By bringing every seat under a single counseling mechanism and imposing stricter penalties for last-round vacant seats, the government hopes to make admissions more transparent, reduce seat congestion and ensure that merit-based counseling remains the only route to medical and dental colleges across the state.
