BCI Center launches 10-year plan to expand legal education in Hindi and regional languages
The Center and the Bar Council of India have proposed a ten-year action plan to promote legal education in Hindi and other Indian languages. The initiative aims to enhance multilingual legal learning, improve access to justice, leverage artificial intelligence-based tools, and prepare future legal professionals through a phased bilingual education framework.

The Bar Council of India (BCI) and the Center have started work on a ten-year action plan to promote legal education in Hindi and other Indian languages, marking a major step towards making legal studies more accessible across the country. The initiative aims to strengthen multilingual legal education while ensuring that English continues to fulfill its role as an important national and international language in the legal system.These discussions took place at a meeting organized by the Legal Affairs Division of the Ministry of Law and Justice in collaboration with BCI. According to an official statement, the initiative is part of the government’s broader vision of Viksit Bharat 2047, which aims to improve access to justice through inclusive legal education.

Experts discuss roadmap for multilingual legal education

The meeting was chaired by Justice Rajendra Menon, Chairman, Armed Forces Tribunal and Co-Chairman, Standing Committee on Legal Education. The conference brought together senior government officials, principals of top law universities, members of the judiciary, legal experts, lawyer representatives and academicians.With the theme of “Enhancing Legal Education through Regional Language Integration”, the conference focused on formulating a structured roadmap for the phased and systematic introduction of Indian languages ​​into legal education.How can this transformation be achieved while maintaining quality and streamlining legal education for students from linguistically diverse backgrounds? Focus on a balanced bilingual approach

According to officials, the proposed model of legal education is bilingual and progressively multilingual. Proposed National Nomination and Steering Committee

As part of the discussions, the meeting worked on formulating a National Declaration on Languages ​​in Legal Education in India. It also proposed setting up a national steering committee to be jointly headed by the Ministry of Legal Affairs and the Bar Council of India.The committee will manage the implementation of the reform, oversee the reform process and ensure the gradual implementation of the ten-year action plan.Once successfully implemented, the proposal will revolutionize India’s legal education system by creating an inclusive environment that will promote access to justice and help future lawyers learn and practice law in English and Indian languages.
