Internal reviews are underway to significantly improve the permanent retention rate of Agniveers after completing their mandatory four-year tenure. The reassessment comes as the first batch of Agniveer conscripts to enlist in 2023 will complete their service contracts in October 2026.The main reason for this internal drive lies in the experience gained by the three wings of the Indian Armed Forces on the negative impact of four years of restrictions on efficiency and expertise. While the original policy was aimed at creating a leaner, younger fighting force, the military now aims to balance a youthful image with operational continuity.Proposed service changesAccording to media reports, the three services have submitted specific proposals to the Department of Military Affairs (DMA) to increase the reservation limit. The Indian Navy has taken the lead in promoting this initiative, proposing to retain 70% to 75% of the Agnivir ships. Naval operations require highly specialized technical skills, and commanders believe the four-year cap provides very little return on the extensive training these sailors invest. However, there are reports that both the Indian Army and the Indian Air Force are working hard to increase their respective absorption rates to 50%. The new method recruits young people aged 17.5 to 21 years old as “Agniveers”, with a contract service period of four years and six months of intensive training. At the end of four years, up to 25% are absorbed into permanent cadres for a 15-year term. The remaining 75% were given a one-time tax-free “Seva Nidhi” benefit of about Rs 11.71 lakh upon exiting the force, which was accrued through government-matched monthly salary contributions, but without any lifetime pension or gratuity benefit.No official confirmation yetIt is crucial for defense aspirants and candidates to note that there has been absolutely no formal confirmation or formal policy revision from the Department of Defense regarding these changes. The government has not yet issued an executive order or gazette notification, meaning that the original 25% permanent reservation cap will continue to be the only relevant legal regime. Any changes to key policies involving national security, such as Agnipath, require formal approval from the Cabinet Committee on Security (CCS). Unless such a statement is issued through the PIB, the rumors can only be viewed as proposals from the army itself.
